Foreign/Local NDDC Post-Graduate Scholarship 2023

In furtherance of the Federal Government commitment in harnessing and boosting human capital development in the Niger Delta region of the country, the Niger Delta Development Commission, NDDC, is embarking on its annual Foreign Post Graduate Scholarship Program for Nigerian Students to equip surging young students with relevant training and skills for effective participation in the local content program of the Federal Government as well as adequately equipping them to compete globally with their foreign peers, while enabling them to acquire specialization in their fields of study towards attaining an elevated professional disciplines.

Courses and Area of Disciplines

The scheme is for suitably qualified applicants, with relevant Bachelor’s Degrees from recognized  and reputable Universities in the following disciplines:

  • Biomedical Engineering
  • Software/Aeronautic Space/Aeronautic Engineering
  • Marine/Chemical/Petrochemical Engineering
  • Civil/Mechanical/Metallurgical Engineering
  • Electrical/Electronic Engineering
  • Robotic Engineering
  • Information Technology
  • Artificial Intelligence
  • Math/Sciences
  • Medical Sciences/Medicine and Surgery
  • Hospitality Management
  • Law
  • Architecture

About the NDDC

The NDDC was created largely as a response to the demands of the population of the Niger Delta, a populous area inhabited by a diversity of minority ethnic groups. During the 1990s these ethnic groups, most notably the Ijaw and the Ogoni established organisations to confront the Nigerian government and multinational oil companies such as Shell. The minorities of the Niger Delta have continued to agitate and articulate demands for greater autonomy and control of the area’s petroleum resources. Moreover, they justify their grievances by reference to the extensive environmental degradation and pollution from oil activities that have occurred in the region since the late 1950s.

However, the minority communities of oil producing areas have little benefits or no currency from the oil industry and environmental remediation measures are limited and negligible. The region is highly underdeveloped and is poor even by Nigeria’s standards for quality of life.

A relief of calmness was witness, when the Niger Delta Development Commission was established by Nigerian president Olusegun Obasanjo in the year 2000 with the sole mandate of developing the oil-rich Niger Delta region of Nigeria. In September 2008, President Umaru Yar’Adua announced the formation of a Niger Delta Ministry, with the Niger Delta Development Commission to become a parastatal under the ministry.

One of the core mandates of the commission is to train and educate the youths of the oil rich Niger Delta regions to curb hostilities and militancy, while developing key infrastructure to promote diversification and productivity.

Application Requirements

Applicants must possess the following:

  • First Degree with minimum of 2nd Class-Lower division for those wishing to undertake a Master’s Program.
  • Applicants must have gained admission for a Post Graduate Program in any of the listed disciplines above, in a Foreign University.
  • Applicants who have already enrolled in overseas’ Universities are NOT eligible to apply.
  • Guarantor’s written consent of good conduct of the applicant from any of the following persons from the applicant’s Community/Clan.
  • Member of National Assembly/State House of Assembly
  • Chairman of LGA
  • First Class Traditional ruler
  • High Court Judge
  • Applicants should not have dealings with cultism or evidence of cult membership or criminal record.
  • Applicants must have completed the mandatory National Youth Service Corps (NYSC).
  • All the applicants MUST come from the Niger Delta Region.

  • Application must be made on-line at the Commission’s website: ( http://www.nddc.gov.ng) with the following attachments:
  • Recent passport photograph
  • Local Government Identification Letter
  • Post Graduate admission letter from a recognized Oversea University. Relevant degrees from recognized Universities.
  • NYSC Discharge/Exemption Certificate.
  • Successfully complete application form will be assigned a registration number automatically.
  • Print the hard copy of the on-line generated acknowledgement for ease of reference.
  • All shortlisted applicants will be posted on NDDC website (www.nddc.gov.ng)

Selection Process

  • Online application on the Commission’s website
  • Shall be strictly Computer Based Test in each State of the Niger Delta by Consultants. This will test I.Q proficiency in English, Mathematics and General Paper.
  • Score a minimum of 70% in the test.
  • Shortlist Successful candidates.
  • Final verification through the Local Government Areas and Community Development Committees.

  • The Commission (NDDC) will not enter into any form of Communication with candidates who were not shortlisted for the Computer Based Test (CBT), as well as those who were not invited for oral interview or candidates that were not successful during the oral interviews.
  • Candidates from Oil Producing Host/Communities/Local Government Areas will enjoy higher preferences as long as such candidates meet the approved cut off mark.
  • The Commission will ensure a fair spread of courses amongst beneficiaries within each State.
  • The is no room for Deferment, Change of Institution and Course.
  • The Commission reserves the sole and absolute discretion to select in line with the above stated criteria and its internal consideration. The decision of the Commission in this regard is final.
